Bill 06-45 -- Would have blocked all site plans until a school was built. Bad policy. I came back with Bill 07-01 below, and got bi-partisan support even from the sponsor of the original bill.  Voted against (introduced 07-01 in place)


Bill 07-01 Adequate Public Facilities - SPONSOR OF THE BILL.  Set standards for P&Z to follow the Law and NOT Policy when considering preliminary site plans where school capacity was over 105%.  Worked hard to get bi-partisan cooperation and bill was PASSED
 

Bill 07-05 Agricultural Preservation  Signed on as a Bill Co-Sponsor with Councilman Shrodes and President Boniface. Councilman Shrodes did the footwork on this bill for the Council and should be recognized for that. Mr. Boniface was a strong advocate for the bill as well and led the fight with the administration as he and Mr. Shrodes refined the 30 some amendments.  PASSED WITH AMENDMENTS ON APRIL 10TH
 

Bill 07-07 Sponsor of Bill to allow more citizen input and public meetings before DAC meetings.  PASSED


Bill  07-08 Tax relief for properties near land fills.  PASSED 

Bill 07-09 Co-sponsor of Bill to allow re-development of property while establishing a sunset time limit for the removal of any billboard on the property. PASSED

Bill 07-10 Adequate Public Facilities CO-SPONSOR ESTABLISHING ONE set of figures for calculating APF concerning school overcrowding. PASSED

Bill 07-13 (the County Budget) was passed by the County Council. It is the largest budget in County history. 

Councilman McMahan co-sponsored two pieces of legislation that were passed at the July 10th legislative session. 

Bill  07-020,  known as the Homestead tax credit, but more commonly referred to as reducing the 10% CAP, was passed  6 to 1.  This bill will reduce the tax cap from 10% to 9%.   Although the average reduction in a home owner's tax bill will be around $350, it represents progress on a campaign pledge to reduce taxes.   The loss of approximately 1% in the cap will result in an overall revenue reduction of around $2.5 million dollars.  

Bill 07-021, a Bill to increase the fees for service to answer false security alarms, was introduced by Councilman Guthrie and signed on to by Councilman McMahan as a co-sponsor.  This increases the fee for services of firemen and police who respond to false security alarms.  Over 4,000 false alarms were answered by the Sheriff''s Department in 2006.  Many of these alarms could have been avoided with proper maintenance of the security system.
